It is always necessary to define the target site, the purpose, services offered, the differential to the public. From these and other elements that are specifically relevant to the project, will set the site structure (information architecture), the technology and layout.
In general, though usually it seems that the first impression one gets from a site is the visual, the visitor actually search the content, therefore the first step is to define strategic and all information that the site will define clearly the information architecture of the site and finally, the visual design of the site, which does not need to jump, spin and flash, unless what you're selling is design / image (which does not apply to informational milieu that is Web), but having a professional appearance following at least the basics of how to approach design, contrast, alignment, among others.
There is a striking difference between the conceptual design in traditional media, as in graphic and web design applied.
